Update Python version to 3.14 in workflow template

Bump workflow versions to latest available as of October 2025.

Changes:

• Updated Python version from 3.13 to 3.14 in commented setup-python block
• Verified GitHub Actions are at latest major versions: actions/checkout@v4, actions/setup-python@v5, actions/cache@v4

The Actions use major version tags which auto-resolve to latest patches, so no changes needed there.
