Update to github-activity>=1.1.1, drop Python 3.9

The pyproject.toml was currently pining on the 0.2 version.

We should consider updating the dependency range, so we can pick up the latest bug fixes more easily.

This also requires dropping support for Python 3.9.

Should we make use of the new features? Looking at changelog it would be good to configure ignored_contributors and allow breaking label. Or does the configuration go to other repositories (like maintainer-tools)?
