Make actions container visible on focus-within

Description

The change in the PR makes the #actions-container element visible when focusing on an element within. Addresses the following issues

• Action container is not visible in uui-ref-node when focusing on child buttons #947
• Change button when configuring property is not visible when focused Umbraco-CMS#17451

Types of changes

Navigate to the Node element and use the Tab key to make the hidden actions visible on focus.
