CompatHelper: bump compat for IntervalSets in [weakdeps] to 0.7, (keep existing compat)

This pull request changes the compat entry for the IntervalSets package from 0.7 - 0.7.11 to 0.7 - 0.7.11, 0.7.
This keeps the compat entries for earlier versions.
