Editor file splitting: create new hint file

Changes: As part of the editor conversion, we are splitting up the editor file into smaller pieces first. This branches the hint autocomplete related functionality into a new file called hinter.js.

I have verified that this pull request:

• has no linting errors (npm run lint)
• has no test errors (npm run test) (I think the test error is preexisting)
• is from a uniquely-named feature branch and is up to date with the develop branch.
• is descriptively named and links to an issue number, i.e. Fixes #123
