Update to use node 16, node 12 is deprecated

Hello @flowirtz! I'm working on trying to get this Action running for my org.

Per this GitHub blog and my testing, it seems the issue is that the Action is running on a deprecated version of node. Not sure how to test if this breaks anything else, so sorry I'm not much help there 😅

How Has This Been Tested?

Error message:

Fetch latest Contributors Node.js 12 actions are deprecated. Please update the following actions to use Node.js 16: openclimatefix/merge-all-contributors@v1.0.3.
