chore: pin tests to run against 1.103.3

Description

We are having issues with test setup but to have the CI in working state for next release, we need our tests running. For that, this PR pins the tests to run against 1.103.2 version of VSCode which still allows registering multiple providers for the same scheme (sideeffect of our test setup). This is a intermediary state we are adapting until we fix VSCODE-700.
