Summary

relax Cython requirement and add python_requires metadata
mark support for Python 3.8–3.13 in setup.py
update GitHub workflows to use actions v4/v5 and test against Python 3.8–3.13
add numpy to setup.py install requirements
limit supported versions to Python 3.10–3.13

pytest -q
