Add support for building using Visual Studio 2026. This does not change the VS version used to produce the release artifacts only adds support for building with the latest locally.

Note that even with this change only Python 3.13+ can be built with VS 2026. The property file for 3.12, 3.11 and 3.10 do not have entries for VS version 18 (e.g. 2026).

This could be added by cherry-picking python/cpython#138980 to the unsupported Python versions.
