Summary

expose new permissions module from main entrypoint
add service helpers for permissions checks and field access
include Sequelize migrations for roles, users, resources, assignments and field policies

Testing

npm test (fails: Cannot find module '/workspace/graphcraft/tests/reset-db.js')
npx jest --config jest.config.js (fails: Multiple failing suites, but permissions tests pass)
npm run lint (fails: existing lint errors in unrelated files)
