WIP: Commander Upgrade menu improvements, context menu localization.

Commander Upgrade Menu:

• Supports very large costs
• Turns seconds into human readable time (hh:mm:ss) [Essentially 180 seconds -> 03:00]
• Shows how much BP is available for morphing
• Modules and weapons show how much time they add to a morph
• Previews DPS values and ranges for weapons based on current attributes.
• Gives some basic information about weapons and shields.
• Fully localized now.

Preview:

Context menu:

• Localized.
• Added drone entries to carriers along with their stats.
• Probably a half dozen other changes I've forgotten. Our context menu has split off a long time ago.

TODO:

• ZK modules (EN)
• Go through context menu changes and reconcile, remove FW-related entries, etc.
