Remove obsolete commands from sample xmcloud.build.json [RCPS-461]

Description / Motivation

RCPS-461 [FEEDBACK] Run vs start ?
Update sample xmcloud.build.json to remove startCommand and lintCommand and to add an explanatory note.

How Has This Been Tested?

Tested on localhost:3000 developer portal environment.
