[CI] Add unittest

Motivation

Enhance code reliability by adding unit tests for critical modules, ensuring consistent behavior and catching regressions early.

Modifications

• add test_rdma in test_cache_transfer_manager.py, and change the cn comment to en.
• add tests/entrypoints/openai/tool_parsers/test_utils.py
• add tests/model_executor/test_tensor_wise_fp8.py
• add tests/model_executor/test_w4afp8.py
• update tests/platforms/test_platforms.py
• add tests/scheduler/test_workers.py
• add tests/splitwise/test_internal_adapter_utils.py
• add tests/woker/test_eplb.py(exist bug)
• add some Copyright
