The purpose of this PR is to test the integration of IntersectMBO/ouroboros-consensus#1780 into
cardano-node@10.6.1. To simplify things, IntersectMBO/ouroboros-consensus#1780 was trivially backported intoreleases/ouroboros-consensus-0.28.0.0.Do not merge!
