Remove explicit aiosonic pin. Remove python 3.8 and 3.9 from tox testing. Bump version string. Update github tests action.

What does this PR do?
Upgrades aiosonic version to allow installs on python 3.14.
Tools like renovate block upgrades to python 3.14 because of the current aiosonic==0.24.0 dependency
Additional Notes
Remove explicit aiosonic pin.
Remove python 3.8 and 3.9 from tox testing.
Bump version string.
