This application currently cannot run on ubuntu 16.04.7 LTS and lower

This application currently cannot run on ubuntu 16.04.7 LTS and lower. because this application require 3.3.0 of the Protocal Buffer runtime libary to run. however ubuntu 16.04.7LTS came with 2.6.1 version. I can't fix this right now and I'm asking the developer for help. When There's a fix I will update it.
BTW how can I open a new PR? I �always delete the whole repository and fork it to open a new PR. Is there any ways to create a new PR? Huge thanks if you would like to tell me some
