How to display UTC datetimes in local (browser) datetimes?

I assume this must be possible, however I have already spend several hours looking into this without result. pywb allows you to set the locale which impacts the date formatting, but how can I display the calendar dates & times in a user's local timezone and not in UTC?

Any help would be great appreciated!
