Fake auth in order to test `/metrics`, `/`, connectivity

I would like to be able to test only the `/metrics` and `/` endpoint, but I always need azure, I want to be fast in my unit tests, and adding a simple `SKIP_AZURE_AUTH` envvar (bool) would make everyone's CI easier.
