Who can do what

Documenting who can do what on the platform
- C create, e.g. create a new comment
- R read, e.g. view a comment
- U update, e.g. edit a comment
- D destroy, e.g. remove an image
- H hyperlink, e.g. can the item be linked to directly, so that it can be better brought to attention
- F flag, e.g. can the item be flagged as a proposal or solution or perhaps just as meta feedback in the case an image is inappropriate or something like that?
