Can't select folders from media picker

Bug summary

If a user only has access to some folders in media library, the user can't longer access them through media picker. The user still has access to the folders in the media section and can upload images.
It works on 13.11.0

Specifics

Steps to reproduce

Create a user group that only has access to a specific folder in media library.
In 13.11.0 the user will be able to get images.
In 13.12.0 the user will not see any images.

This sounds related to #19800 - which looks to have been labelled for 13.11 rather than 13.12 - but that might have been a mis-labelling on our side. But in working on this to resolve the linked issue, we recognised that there was a bug that users could get access to media items through pickers that we should resolve.

If you want to allow access in pickers to folders editors don't have access to manage, you should enable the "Ignore user start nodes" option on the data type.

I'll close this on the basis that I think that's the resolution to the issue you have that you should following - but if I've missed something please feel free to re-open.

If I enable ‘Ignore User Start Nodes,’ the user will be able to select from the entire media library instead of just the specific folders we want. In that case, there’s no reason to try to restrict the user.

True, there is something not quite right here, so re-opening.

In my testing though, I only see the problem if the user is given two media root folders, via two groups, or directly assigned to their user account.

That theory seems to be correct. Both of these combinations work.
