legacy elb being used

I noticed this is using the legacy aws_elb instead of aws_lb. Are you willing to accept PR's?
I noticed 2 PR's unmerged from last year that look legit.

Hey @miketwenty1 thanks for the comment.

Currently we don't have resources to prepare proper CI pipeline and tests. So we are hesitant in accepting PR because we need to run tests ourselves.
