Observe the state of the NUT and produce a StateView #45
Description
This is likely a big task.
We must somehow get the selected chain off of the NUT. We should do this on the observer peer, who acts as an upstream peer to the NUT.
How to implement this is relatively unclear to me, and will probably take some discovery.
Once we have this information off the NUT, it should be trivial to construct a StateView. We will not be able to fill in the svTrace field in snapshotStateView, but can fill it in with an error for the time being.
