How important is to consider block forging nodes for our testing approach?

From an earlier call (Sandy) with Nick Frisbee and Alex Esgen, it was suggested that assuming "all nodes are relays could achieve 85% of the testing benefit". We need to look into this claim and make sure our testing is robust under this assumption; alternatively, we could workout a more general setting.
