VCC control missing

The datasheet states that HV programming mode should keep VCC and RST low as well as the programming control pins.
And then immediately initiate the programming sequence after VCC has risen to a given level.
I do not see any VCC control in your sketch though.
This may lead to unexpected behavior if the target device runs a program which use the programming control pins as outputs.
