[cloud-native-ai] Add automation to track and update ICD version

Description

The ICD dependency has been updated to 8.19 (the currently preferred version), the bigger concern is that the version is hardcoded. Without automation , the project may break when ICD stops supporting the current version.

For now, the dependency is aligned with ICD’s recommended version (8.19), but automation should be added to prevent future breakages.
