Why isnt changing the required TLS version set as breaking change?

Description

After upgrading to the 10.x version of this module alot of our API users could not connect anymore due to TLS handshake issues (we run private apigateway behind a ALB)

after checking all changes of the last releases i see that the 10.x change changes the default SSL policy from 1.2 to 1.3. i expected that this would be noted as a breaking change? now i had to manually search all changes.

it was simply missed in the documented changes for v10.0
