[Feature] Update the report a sighting form to fetch the location from the photo metadata

Description
As a user, when I upload a photo I'd like the location to updated/populated by the location information in the image metadata

Acceptance Criteria
AC1: If a location has already been selected then it will be updated by the image location
AC2: If no image is provided then the location information will be filled in via the map select
