[Feature] Add users current location to the Location Picker Component

Description
Add the users current location to the map in the location picker component of the whale sighting form from ticket #17

Acceptance Criteria

• Map should centre on the users current location.
• Update the map view so it's zoomed in on the users current location.
• If possible, automatically populate the latitude and longitude coordinates in the pop-up layer with the users location.
