Feature request: Default semver level

Would y'all be amenable to a PR adding a new input to the action to set the default semver level?

We mostly just use major and would love to default to that instead of patch for commits without keywords.

Absolutely. I believe (off the top of my head without looking at any code) that we fall back to patch by default in the switch somewhere. Would be pretty straightforward to just add a new config option (e.g. defaultFallbackSemverLevel) with a default level of PATCH or patch (whatever the constants have) -- probably need to add some validation now in the config.ts and a test to validate for any inputs into there to just check if it's in the array (otherwise, throw early exception) and a good description that says if the commit is not conventional commit format, what version to use for bumping.
