Document Release procedure in a RELEASE.md file

To make the release procedure more transparent and easier to do on a regular basis, I will create a document highlighting the steps.

Something like the networkx release procedure.

FYI, for my modules on pypi I use a Makefile similar to the matplotlib2tikz library. It is quite easy but very efficient.

Thanks for the tip @hackl 👍 . In fact the current Makefile contains most of these rules alrady, however the automatic tagging looks like a nice addition :)
