[1.x] Map what containers must be rebuilt when a .env config was changed

Actually, when change the var PHP_VERSION the containers `php-fpm` and `workspace` will be rebuilt:

```yaml
PHP_VERSION:
  - php-fpm
  - workspace
```

We must map the containers that should be rebuilt to all other `.env` variables and update the file `env_var_container_build.yml`.
