Modify accessibility document to focus on the websites, rather than software

Take stuff out on the apps and focus on what the minimum criteria for accessibility of our websites. Tools to use to check compliance, checklists, etc. Especially focus on finding or using tools that can automate some of the process.

This will also be useful for Steno's websites.
