Access to GPT-4 models with API key requires spending at least $1 with OpenAI

Viewing the page linked in the error message, OpenAI indicates the requirement:

Possible Solutions:

1. Allow switching to GPT 3.5 Turbo, until they reach the $1 amount (vision model will not be available)
2. Allow using text-to-speech (TTS) model, until they reach the $1 amount (other models will not be available)
3. Allow connecting to a hosted API which has the same format as OpenAI APIs
