dont host libsbml / jsbml documentation as static files 

Currently we host the libSBML documentation and the jsbml documentation right here as static pages. Which makes deployments of the page on the order of 2.5 GB. It might be better to have the developer documentation directly on readthedocs and just a redirect from the sbml page.
