Add table of contents and highlights section to README

The README file is quite long, and it takes a lot of dedication to acquire an understanding of the JUnit Foundation value proposition. Follow the pattern established by Selenium Foundation, adding a TOC and Highlight section to introduce features and guide readers to the content that interests them.
