compiletest: clarify COMPILETEST_NEEDS_ALL_LLVM_COMPONENTS error COMPILETEST_NEEDS_ALL_LLVM_COMPONENTS is a confusing name because elsewhere "needs" means "ignore when requirement not met", but here it means "fail when requirement not met".
