Agenda: revisit the section `PRs S-waiting-on-team`

Find a different filtering that excludes issues not immediately actionable by T-compiler (maybe exclude all `I-lang-*` or `S-blocked`?).

The risk is to hide issues and then miss opportunities to facilitate their progress (a ping from time to time is also a good thing)
