Build a UI for Managing LLM‑Router Configuration

1. The LLM Router should provide a graphical interface for configuring the environment.
2. All parameters that are currently set via environment variables need to be exposed in the UI.
3. The UI should enable users to manage multiple configurations.
4. Consider whether the existing llm_router_web.configs_manager can be integrated into the newly created UI.
