Does checkpatch run when SOB or Author check has failed?

In this pull request #29 - I see that checkpatch has not run, but SOB check has failed. We should run checkpatch even though SOB check has failed. I prefer to give complete view to developer.

... also the question is does checkpatch failure on the qualcomm-linux topics for FROMLIST patches requires them to re-submit to open-source ML and bring the new rev? I think we should do that, but just wanted to check it here as test issue.

Topic branch workflow deployment is under discussion. Feedback on per topic branch .github/workflows is that it doesnt scale well and that topic branch can be hosted even outside kernel-topics.

Other option for a centralized workflow deployment is under discussion. Looking forward to conclude on the approach and plan by 6/20.
