Consider deprecating partial and none pooling of `make_hierarchical_weights`

`make_hierarchical_weights` implements partial and none pooling but all our models at the moment have used "complete" pooling. Maybe we could deprecate these, since they haven't been field tested and seem complicated to generalize onto out of sample predictions and effect size calculations
