Update code & examples for TF0.14 support

Code should be already compatible with TF0.14, without taking advantage of the new features. Version pinning do not put constraint on maximum version of TF, required only 0.12 or greater.

Examples put strict constraint for TF0.12. Examples should be compatible with 0.14.
