Add counter for decompression failures #74
Description
In the case of EMWIN on HRIT, there are errors (perhaps on uplink) that results in bad decompression. These are not currently recorded. Add a counter so it obvious to the user that over time there is a problem with decompression. I suppose you could also have one for RICE decompression failures too.
