Enhance ERC spec and configuration file to model hardware requirements

The erc.yml could include a list of required hardware resources, e.g. GPU of TPUs, or specific cluster environments. These are not modelled in the container metadata, though some solutions might exists that use labels, see https://github.com/NVIDIA/nvidia-docker/wiki/Image-inspection-(version-1.0)
