Frontend: Migrate to FileEntryRef in VerifyDiagnosticConsumer.cpp, NFC

Add a `FileEntryRef` overload of `SourceManager::translateFile`, and
migrate `ParseDirective` in VerifyDiagnosticConsumer.cpp to use it and
the corresponding overload of `createFileID`.

No functionality change here.
