Add ability to configure apps\cron_jobs\etc from a configuration file

Expected/Wanted Behavior

There should be an option to pass a configuration file (using parse_it to allow the end-user to choose the file type) which will configure all options of a app\cron_job\user\user_group\device_group

Actual Behavior

Every option needs to be set from a CLI arg individually.
