As a System Engineer,
I want to bootstrap a new "development" Proxmox Cluster,
So that I can develop Proxmox automation.

Notes

The first ("production") Proxmox Cluster will be created manually to understand how Proxmox works in terms of networking, authentication, storage, and replication/backups. From this, a "development" cluster should be created through the n3tuk/ansible repository to automate the build and system configuration (which Terraform cannot manage).

Acceptance Criteria

• Document the installation and bootstrapping of the "development" Proxmox Cluster
• Confirm the documentation by bootstrapping the "services" Proxmox Cluster
