Rollup merge of rust-lang#142276 - tgross35:update-library-lockfile, r=Mark-Simulacrum

Update dependencies in `library/Cargo.lock`

This removes the `compiler_builtins` dependency from a handful of library dependencies, which is progress toward [1].
