Support for COPT 8.0.1

Hi there! Around a month ago COPT 8.0.1 was released with tons of improvements. Are there plans for updating the version handled by PyOptInterface?

PyOptInterface looks up the copt.dll library installed by COPT, so it should work for new versions under most circumstances. I have installed COPT 8.x locally and all tests pass.

In fact, C API of solvers are quite stable across versions, so PyOptInterface only needs small or no modifications to adapt to new versions.
