is this the implementation of "Block-Matching Convolutional Neural Network for Image Denoising"??

Hi, I just wanted to know if this code is the python implementation of paper "Block-Matching Convolutional Neural Network for Image Denoising", https://arxiv.org/abs/1704.00524. I amjust trying to replicate the results of the paper, So will I be able to do that with this library?
