Create and API to extract a list of all users and their games.

This story depends on #4.

As a user, for admin purposes, I want to get a list of all users and the games they've played.

Acceptance Criteria:

• Get current game counts for a user curl -H 'Authentication: Bearer <token>' localhost:8080/users, where ` is a valid JWT
• See a list of users, and within each user's record, a list of games they have played
